Rick, this is probably a good time to revisit the whole "he's not under card restrictions but he's restricted by cards that he's not really under" thing from RBF 2015. See this link for your article on the topic.
If you want to get rid of Aircraft Movement Rules, I'm actually okay with it. It dumbs the game down and makes it more social and lighter - there's actually a sort of benefit to that. We still had fun at the Mini Con where not a single player actually moved his airplane all weekend. It's brainless and allows me to eat more chips and salsa.
But please do not think of this as a solution to rules problems. All we're really doing is trading one set of problems (that did't really exist until the Card Restriction Rule of 2004) and replacing them with another set of new, different problems.
Here's are some things to consider, both positive and negative:
Again, I'm actually not in total opposition to this. There are some benefits. But it will be a different game and we need to go into it with our eyes open, and not kid ourselves about what the game will become. What do you think?

- I'll support this provided we also dump the 60 Second Rule (as well as Card Restriction Rule and Aircraft Movement Rule) in the same vote. Without movement restrictions, the 60 Second Rule serves no purpose. Any idiot can move his plane into the desired position in two seconds if he doesn't have to fly his airplane. So dump it.
- Be prepared for a game of "placing." I'm sure not going to bother moving my plane and no one else will either. No point in it. Place away. That will be the new norm.
- This is the big one ---- flying into trees, the ground, burning balloons, etc, will never happen again. If a plane can move backwards, then it can move backwards, any time at any point for any reason. None of this subjective silliness like, "Well, you could have a minute ago, but now it's too late." If you can move backwards, you can move backwards. Period. Again, this is not a total negative. No more mistakes... ever. It will lower the mortality rate at Indy, which I believe has always been high compared to other squadrons. Just don't complain when someone flies through two buildings and nine trees and takes their move back ten minutes later. We're adrift in an ocean of relativity now. Planes move backwards, through trees, into walls and resurrect themselves after crashing into the ground. WATCH WHAT YOU WISH FOR.
- Game times will be shorter. More games in the same amount of time.
- I think the Two Seater Defense Rule will still work. Attackers will simply have to be more specific about counting out their squares of movement.
