With a reversal maneuver, the tailing plane must do the same reversal. So, if the tailed plane does a stall, the tailing plane must do a stall also. If the tailing plane does not do the same maneuver, the tailing plane must finish its full move before the first plane finishes up the rest of its move. The player being tailed does not have to state how much he climbs or dives until the end of his turn.

Ah OK
So:
a) The Tailed player does not disclose any altitude change he wants to make in his maneuver until the Tailing player completes his maneuver
b) The Tailing player has to make the SAME reversal maneuver else he is reversed.

Yep, except that the tailed player will disclose his altitude when he is done moving. Normally, this will be before the tailing player finishes his move, the exception being when the tailing player is reversed. Typical tailing situation, step by step:
1. Tailed player discloses his maneuver and moves it. 2. Tailing player discloses if he successfully tailed, selects one of the maneuvers he chose, and does it. 3. Tailed player finishes his move and declares altitude (same as during a non-tailing turn). 4. Tailing player finishes his move and declares altitude.
