Here is the new official Indy Sqdn House Rule:

Grounded Balloon Rule

Balloons that have been winched down to ground level are still viable targets and, if destroyed, may be claimed as victories. Passed by 4-1 vote, 9 September 2006.

It is now included on our House Rules page (see menu at far left), halfway down the right column.
